Former top officials of the Kampala Capital City Authority (KCCA)—Dorothy Kisaka, David Luyimbazi, and Daniel Okello—remain in police custody for a second night as investigations into their alleged involvement in the Kiteezi landfill tragedy continue.
The three officials, who served in key roles at KCCA, were arrested on Wednesday, prompting police to carry out extensive searches at their residences. Kisaka, the former Executive Director, was held at Kira Division Police Station before being escorted under tight security to her home in Komamboga.

Police Searches Yield No Incriminating Evidence
A convoy of police vehicles, including a drone surveillance car, accompanied Kisaka to her Komamboga residence, where the search lasted over four hours. Komamboga Central Zone Village chairperson Noah Sserumaga, who was present during the operation, confirmed that nothing unusual or incriminating was found at her home.
“Nothing unusual was discovered at Kisaka’s home,” Sserumaga told reporters following the search.
Simultaneously, similar searches were conducted at the homes of Luyimbazi and Okello. The two, who are being held at Natete Police Station, were transported separately for the operations. Luyimbazi’s residence in Ggaba and Okello’s home in Sisa, Kira Division, were searched by police teams.
Legal Oversight and Next Steps
Luyimbazi’s lawyer, Muhammad Bazirengedde, confirmed his presence during the search at his client’s home and stated that the operation was conducted without incident. No details have emerged regarding findings from Okello’s residence, but sources indicate the searches were part of broader inquiries into the Kiteezi landfill tragedy.
The trio remains in police custody as investigations continue, with law enforcement yet to provide further details on the specific charges or any evidence linking the officials to the incident.
