Three Former KCCA Bosses Charged with Manslaughter, Negligence.

Wakiso District, Uganda – Three former top officials of the Kampala Capital City Authority (KCCA) have been charged with manslaughter and negligence following a tragic incident at the Kiteezi dumping site.

The accused, including Dorothy Kisaka, former executive director of KCCA, David Luyimbazi, ex-deputy director, and Dr. Daniel Okello, former director of health services, appeared before the Kasangati Chief Magistrate’s Court on October 18, 2024.

The Director of Public Prosecutions (DPP) alleges that the trio committed acts of negligence that led to the collapse of the Kiteezi landfill on August 20, 2024. The incident resulted in the deaths of at least 34 people and left several others injured. The prosecution claims that the defendants’ negligence occurred over an extended period, from July 2020 to August 10, 2024, across various locations in central Uganda.

The accused appeared before Chief Magistrate Beatrice Khainza after spending two days in police custody. During the court session, the magistrate remanded the former KCCA officials to Luzira Prison, pending further proceedings.

This case has raised significant public concern, with questions arising about the management and safety practices of key public facilities. The next hearing is expected to shed more light on the extent of the alleged negligence by the former officials.
