
The High Court in Kampala has ordered the Ugandan government to compensate exiled novelist Kakwenza Rukirabashaija with over 50 million Ugandan shillings for the torture he endured while in detention.
The court’s ruling follows a lawsuit filed by Kakwenza, who described the inhumane treatment he suffered at the hands of military personnel in April 2020.

Kakwenza, known for his novel The Greedy Barbarian, which critiques political corruption, was arrested on April 13, 2020, by military personnel, some in uniform and others in civilian clothing, linked to the Chieftaincy of Military Intelligence (CMI).
The arrest took place at his home in Iganga, Eastern Uganda. He was detained and interrogated, with questioning focused on his novel and his critical social media activity.
In his testimony, Kakwenza revealed the severe physical abuse he suffered during his detention. He was beaten with gun butts, forced to kneel on stones with his arms tied, and denied medical attention despite his visible injuries. The court documents further detail that he was subjected to ongoing threats and violence throughout his interrogation.
The court’s ruling in favor of Kakwenza highlights the violation of his rights, recognizing the torture he endured and mandating the government to compensate him for the suffering inflicted.
In addition to the physical abuse, Kakwenza also endured psychological torment, with his captors issuing continuous threats against his life and safety. Despite his condition, he was denied access to legal representation and medical care during his detention.
Kakwenza later fled into exile, where he continued to advocate for justice and accountability. His case has drawn international attention, spotlighting the Ugandan government’s treatment of dissidents and the growing concerns over freedom of expression in the country. The court’s decision marks a significant legal victory, not only for Kakwenza but also for other victims of state-led repression.
