Ex-KCCA Bosses Granted Bail After Kiteezi Landfill Tragedy.

Kasangati, Uganda (November 4, 2024) – A wave of relief swept through the Kasangati Magistrate’s Court on Monday as former Kampala Capital City Authority (KCCA) officials, Dorothy Kisaka, David Luyimbazi, and Daniel Okello, were granted bail.

The trio had been detained for two weeks following the tragic August 10th Kiteezi landfill collapse that claimed 35 lives.


The court, presided over by Chief Magistrate Beatrice Kainza, set bail terms at 5 million Ugandan shillings for each defendant. Their sureties were required to post a non-cash bond of 100 million shillings. As part of the bail conditions, the former officials must surrender their passports to the court and seek permission for any international travel.

The charges against Kisaka, Luyimbazi, and Okello include manslaughter and negligent acts related to the landfill disaster. The incident sparked public outrage and prompted a government investigation into the management of the landfill. The three former officials were dismissed from their positions following the investigation.


The court’s decision to grant bail was met with mixed reactions. While some hailed it as a fair decision, others questioned the adequacy of the bail terms, given the severity of the charges. The case is expected to proceed to trial, where the defendants will have the opportunity to defend themselves against the allegations.
