
President Yoweri Museveni has directed the immediate refund of funds that were irregularly obtained under the Parish Development Model (PDM). Speaking at a public rally held at the Maluku Sports Ground in Mbale City, the President issued a stern warning to officials and individuals who misused the funds, emphasizing that those found guilty will face arrest and be required to return the money.

Museveni reiterated that the PDM program is specifically designed to benefit the poor and uplift communities at the grassroots level. He criticized the misuse of the initiative by wealthier individuals, referred to as “bagagga” (the rich), who are not the intended beneficiaries of the program.
“The PDM is for the poor people, not the rich,” Museveni stated firmly, adding that public servants involved in the illegal appropriation of funds must refund them immediately. He called for strict adherence to the program’s objectives, stressing that it was established to transform the lives of those in need, not to serve the interests of the affluent or corrupt officials.
The President’s remarks underline the government’s commitment to ensuring the integrity of the PDM, which is a key initiative aimed at reducing poverty and fostering economic development at the parish level. Museveni’s directive is expected to prompt investigations and recovery measures to ensure that the funds are returned to their rightful purpose.
