Reshuffled Permanent Secretaries Assigned New Tasks.

The Ugandan government has announced a reshuffle of permanent secretaries, with new appointees set to face fresh challenges in their respective positions. The changes were confirmed by Ms. Lucy Nakyobe, the Head of Public Service and Secretary to the Cabinet, in a statement made yesterday. However, Nakyobe did not provide specific reasons behind the reshuffle.

Among the notable changes, Mr. Dunstan Balaba, who had previously served as the Permanent Secretary in the Office of the Prime Minister, has been reassigned to the position of Director of Ethics and Integrity. Balaba’s new role comes after he replaced Mr. Keith Muhakanizi, who had held the position at the Office of the Prime Minister.

Balaba’s successor at the Office of the Prime Minister is Mr. Kakooza, who previously served as the Principal Private Secretary in the Office of the Vice President and had also held the position of Permanent Secretary in the Ministry of Education.

In another key development, President Museveni appointed Ms. Jane Mwesigwa as the 2nd Deputy Head of Public Service. This position had been vacant since the unfortunate passing of Hilder Musubira in 2022. Musubira had served in the role since 2018.

The reshuffle of permanent secretaries is expected to bring about significant changes in the functioning of the respective ministries and offices, with the newly appointed officials now tasked with tackling the challenges in their new roles.
