In a strong defense of the judiciary, Chief Justice Alphonse Owiny-Dollo has responded to allegations made by opposition leader Bobi Wine regarding the impartiality of the judicial system in Uganda. Speaking to judicial officers of the Supreme Court and Court of Appeal during a retreat in Mbarara City on January 14, 2025, Owiny-Dollo dismissed Bobi Wine’s claims, asserting that the judiciary in Uganda remains independent and fair in its rulings.

Owiny-Dollo highlighted the judiciary’s track record of upholding justice and impartiality, emphasizing that, contrary to Bobi Wine’s assertions, the courts had made significant decisions that demonstrated fairness. He pointed out a key example from the 2021 political campaigns when Bobi Wine, amid political unrest, was granted bail by the courts despite significant pressures. The Chief Justice argued that this decision reflected the judiciary’s commitment to justice and the rule of law, even when faced with politically charged circumstances.

The Chief Justice’s remarks came after Bobi Wine, whose real name is Robert Kyagulanyi, accused the judiciary of bias, particularly in handling cases involving political figures. The accusations had stirred public debate about the neutrality of the Ugandan courts, particularly in light of the political tensions surrounding the 2021 elections.

During his address, Owiny-Dollo reiterated the judiciary’s role in ensuring justice is served without any external influence. He underscored that the courts have consistently worked to maintain their independence, despite external pressures and public criticism. The retreat, held in Mbarara City, provided an opportunity for the judicial officers to reflect on their roles and responsibilities in maintaining the integrity of Uganda’s legal system.

Owiny-Dollo’s defense of the judiciary comes at a time when the country’s political landscape continues to be highly polarized. His statements were intended to reaffirm the courts’ commitment to delivering justice impartially, regardless of political affiliations or external pressures.
