
President Yoweri Museveni has appointed Arthur Mugyenyi as the new Director General of the Internal Security Organization (ISO) following the death of Brig. Gen. Charles Oluka on January 29, 2025. Mugyenyi, a seasoned intelligence officer from Kiruhura District, has served in various capacities within ISO since 2001, gaining extensive experience in intelligence operations and security strategy.

Throughout his career, he has held key roles, including District Intelligence Officer, ISO Liaison Officer at the Parliament of Uganda, and Director of Political Affairs since 2017. His appointment is expected to strengthen Uganda’s intelligence-gathering capabilities and enhance national security coordination.
Alongside this appointment, Tony Kinyera Apecu has been named Deputy Director General of ISO, replacing Col. Emma Katabaazi, who has been transferred to the Ministry of Foreign Affairs. Apecu, born in Nebbi District, has held senior positions within ISO, including Director of Analysis and Information Production. He is currently pursuing a PhD in Social Studies at the Makerere Institute of Social Research and holds a Master’s in Public Policy and Management from the University of York, UK.
These appointments come at a time when Uganda is facing growing security challenges, including terrorism threats, cross-border crime, and internal political tensions. With Mugyenyi’s experience in intelligence and Apecu’s expertise in strategic analysis, the government is expected to enhance its counter-intelligence efforts, strengthen cyber security measures, and improve cooperation among security agencies. The leadership changes signal a renewed focus on reinforcing Uganda’s security apparatus to address emerging threats effectively.
