Dr. Rumanzi Benita Bushari Unveils Manifesto for Rukiga County MP Race (2026–2031)

Rukiga, Uganda — Renowned educationist and population scientist, Dr. Rumanzi Benita Bushari, has officially launched his bid to represent Rukiga County in Parliament for the 2026–2031 term, presenting an ambitious and transformative manifesto rooted in education, health, economic empowerment, and social inclusion.

Dr. Rumanzi currently serves as the Director of Africa Population Institute (API)—a national NGO and academic institution operating in Uganda, Kenya, and South Sudan. He is an accomplished scholar, human rights activist, motivational speaker, and organizational development expert with over two decades of leadership in managing multi-million-dollar programs across Sub-Saharan Africa.

Background and Credentials

Dr. Rumanzi holds:

A Bachelor of Social Sciences (Economics and Rural Economy) A Master of Science in Population and Reproductive Health A Doctorate in Educational Administration, along with seven additional professional certifications.

He has played a pioneering role in founding educational institutions from kindergarten to tertiary level, influencing thousands through his academic leadership and mentorship.

As a member of international professional bodies like the IUSSP, UAPS, and the IGU Commission, Dr. Rumanzi is widely respected for his advocacy in population health, poverty alleviation, and youth empowerment. He has presented in over 20 countries at high-level conferences and continues to be a frequent voice on Uganda’s radio and television platforms.

“My mission is to always seek challenges, devise transformative solutions, and support professionalism, intellectualism, and innovation,” he stated during the launch.

Understanding Rukiga County

Rukiga District is located in Uganda’s Kigezi sub-region. Formerly part of Kabale District, it gained district status on July 1, 2017. It is largely rural and mountainous, covering approximately 426.3 square kilometers, with a population of about 106,000 people (2021 census).

Administrative Structure

Rukiga comprises:

4 sub-counties: Bukinda, Kamwezi, Kashambya, Rwamucuucu 2 town councils: Muhanga and Mparo 30 parishes and 293 villages

Its economy is driven by agriculture, brick-making, local beer production, and cross-border trade. Rich in culture and history, Rukiga was part of the ancient Kingdom of Mpororo, home to communities such as the Abahororo, Abakiga, and Abanyarwanda.

1. Education and Skills Development

Expand access to quality education and vocational training. Empower youth and women with employable skills. Improve school infrastructure and teacher capacity.

2. Economic Empowerment

Support small businesses and cooperatives. Create 500+ jobs through entrepreneurship programs. Promote value addition and local industries.

Upgrade local health facilities. Reduce maternal and infant mortality by 50%. Train and retain health workers.

4. Infrastructure Development

Improve road networks, clean water access, and electrification. Achieve 80% coverage in clean water and sanitation.

5. Social Welfare and Inclusion

Support vulnerable populations including orphans, the elderly, and persons with disabilities. Enhance community engagement and protection services.
