In the early 2000s, Uganda’s President Museveni and the ruling National Resistance Movement (NRM) began pushing to amend the 1995 Ugandan Constitution to remove presidential term limits — a change that would allow him to seek additional terms in office.
The debate among NRM leaders and ministers was intense. Some senior figures, including Hon Miria Matembe, then Minister of Ethics and Integrity, publicly opposed scrapping term limits, arguing it undermined democratic principles.
