Kampala, Uganda — President Yoweri Kaguta Museveni is reportedly weighing options for stronger regional cooperation in fuel supply, as tensions in the Middle East raise fears of global oil disruptions and rising prices.

Uganda, which depends heavily on imported refined petroleum products, is closely watching developments in global energy markets, where instability in key oil-producing regions has raised concerns about supply security and price volatility.


According to discussions within energy policy circles, the Ugandan government is considering deeper engagement with regional partners, including Tanzania, as part of broader efforts to secure stable fuel access for domestic consumption.

While there is no formal agreement announced, the idea is said to be part of wider strategic thinking aimed at strengthening East African energy resilience through shared infrastructure, logistics coordination, and possible access to refining capacity within the region.

Uganda has for years pursued plans to develop its own oil refinery in Hoima, following the discovery of commercially viable oil reserves in the Albertine Graben. However, delays in financing and investment arrangements have slowed the project’s full implementation.


Analysts say the current global uncertainty has renewed urgency around alternative supply strategies, including regional partnerships that could reduce dependency on long and vulnerable international supply chains.
Energy experts caution, however, that any cross-border arrangement would require detailed negotiations, regulatory alignment, and significant private sector participation before becoming operational.
As fuel markets react to geopolitical tensions in the Middle East, East African governments are increasingly under pressure to safeguard energy security and stabilize domestic fuel prices.
