KAGADI — Growing frustration is emerging in Kagadi District following the latest Cabinet appointments, which once again left the district without representation at the highest level of government despite its long-standing support for President Yoweri Museveni and the ruling National Resistance Movement (NRM).
Local leaders, opinion shapers and residents say the continued omission has fueled concerns that the district’s political loyalty has not been adequately reflected in national leadership appointments.
“We keep hearing about inclusivity, but when Cabinet lists are announced, Kagadi is missing. People are beginning to ask questions,” a local leader said.


The issue has sparked renewed debate across the district, with community members arguing that Cabinet representation is important in ensuring local concerns are heard and considered during national policy formulation and resource allocation.
Kagadi District, which was carved out of Kibaale District in 2016, has consistently voted in favor of the NRM in successive presidential and parliamentary elections. Despite this support, residents say the district continues to grapple with several development challenges.
Poor road networks, youth unemployment, limited access to quality healthcare services and other infrastructure gaps remain among the key concerns raised by local communities.
Some residents believe that having a Cabinet minister from Kagadi could strengthen advocacy for the district’s development priorities and improve its visibility within government planning processes.
Political analysts, however, note that Cabinet appointments are influenced by multiple factors, including regional balance, political strategy, technical expertise and broader governance considerations, rather than electoral support alone.
Government officials have also maintained that service delivery and development programmes are implemented through established national frameworks and institutions, regardless of whether a district has direct representation in Cabinet.


Nevertheless, the district’s continued absence from Cabinet has become an increasingly sensitive political issue, with some local leaders describing it as a matter that requires engagement with the ruling party leadership.
As discussions intensify, stakeholders in Kagadi are expected to press for greater recognition and representation within national leadership structures ahead of future Cabinet reshuffles and government appointments.
For many residents, the debate extends beyond political symbolism and reflects a broader desire for stronger representation in decisions that shape the district’s development agenda.
